About Rolland B

Rolland B brings an unusual breadth of experience to conversations about public education.

For eight years, Rolland served as an elected at-large member of the Board of Education of Rowland Unified School District in Los Angeles County. The district served nearly 20,000 students across Rowland Heights and parts of the communities of Walnut, West Covina, and La Puente. He understands the demands of board service from the inside: setting direction, working with a superintendent, stewarding public resources, and keeping the board focused on policy and governance.

His 11-year district leadership experience includes serving as interim superintendent (six months) and assistant superintendent of business services at Garvey School District (nine years), and as chief business officer at Inglewood Unified School District (2 years).

As a CPA, he spent 20 years conducting state-mandated annual financial and compliance audits of school districts, county offices of education, and other local education agencies across seven California counties.

Rolland has also taught school finance for the ACSA Business Managers Academy and served as an adjunct faculty member in the Graduate School of Education at California State University, Los Angeles. He holds a Master of Science degree in School Business Administration from Pepperdine University.

Speaking, Writing, and Championing Funding Equity

Rolland speaks and writes about school board governance, public K–12 education, and American democracy. He believes public schools have an important role in sustaining democratic life, and that school boards can serve their communities more effectively when they understand and focus on their governing responsibilities.

His work includes founding The K–12 Funding Equality Movement, which is spearheading the ENDING INTERSTATE K-12 FUNDING INEQUALITY petition, a signature-gathering campaign calling for a federal response to disparities in school funding across state lines.

Rolland is an immigrant from the Philippines who remains grateful for the freedoms and opportunities he found in America.

After three decades in the vineyards of California public education, his late-in-life calling is clear: to beat the drums for American democracy … wherever he can, whenever he can, for as long as he can.
